- That’s Kshs. 43,830 on 2,219 Members of County Assembly against the net allocated Kshs. 1.88 billion in FY 2024/2025.
- Makueni County Assembly exhausted Kshs. 16.01 million, with each MCA receiving an average sitting allowance of Kshs. 108,920 per month in the period under review.
The County Governments Budget Implementation Review Report by the Office of the Controller of Budget for the first three months of the Financial Year 2024/2025 has revealed a whopping Kshs. 290.23 million exhausted on Members of County Assemblies’ (MCAs) sitting allowances alone during the period in review.
This was against the approved budget allocation of Kshs. 1.88 billion, representing 15 percent of the MCAs sitting allowance budget, a decrease from 16 percent compared to the first quarter of FY2023/2024 when Kshs. 312.98 million was spent, the controller of budget noted.
The Controller of Budgte also noted that of all the 47 counties, the County Assemblies of Garissa, Nyamira, and Trans Nzoia did not report their expenditure on the MCAs sitting allowances during the period under review: July, August, and September.
The County Assembly of Makueni had their MCAs exhaust the highest average monthly allowance per member, amounting to Kshs. 16,011,200 against 49 members. Each MCA bagged Kshs. 108,920 per month during the period under review.
The average monthly sitting allowance per MCA in Baringo County amounted to Kshs. 91,580. The net expenditure in the first three months of FY 2024/2025 was Kshs. 12,775,979 against 46 Members of the County Assembly. The net budget allocation for the County Government of Baringo for FY 2024/2025 was Kshs. 50,784,000.
Kiambu County, with the second-highest number of MCAs, exhausted Kshs. 81,053 on average sitting allowance per month. With the budget of Kshs. 75,000,000, Kiambu County spent Kshs. 21,154,900 against 87 MCAs in the first quarter of FY 2024/2025.
The county government of Kisumu, with 48 MCAs, exhausted a whopping Kshs. 84,053 as an average monthly sitting allowance per member, bringing the net expenditure to Kshs. 12,103,668 against the Kshs. 60,748,00 budget for FY 2024/2025.
Nairobi City County recorded the least average monthly sitting allowance per MCA—Kshs. 4,382, amounting to Kshs. 1,629,943 in expenditure against 124 MCAs. However, Nairobi City County Assembly was allocated a budget of Kshs. 27,560,000.
